It's not de-ranked full member, should have 100 merit at least.
A bit weird user, newbie with 2 merit, registered in July 2018 but wearing avatar.

Does the copper membership allows you to wear avatar now?

Just kidding, LOL.
Even with old rules years ago, only Members and above can wear avatar.
It is totally new account, not old one, so, I am shocked.
