I know it is hard to get funding on the early stages of a website like that and he is probably trying to get this done with as little amount of money as possible since this is not a work that pays well actually not pays at all during early days until you get bigger but he can probably find some people who can write articles of websites for 10-20 dollars and getting 10-20 articles (reviews) done would be probably enough.
Not sure about OP's financial status but marketing a project/website takes a lot of time and money as well. These days having a website for anything is easy but the hardest part is to market it.
