As far as i know, you can create your own contests if you own/have a stadium card.
You can purchase one (or some) in the Market section but it's quite expensive... Tongue
He can create without owning any stadium because I done this few days back and this was good experience for me we have option of free stadiums and this helps me if he want surely give a try.
