I think it will improve a lot. 2017 and 2018 have produced a lot of junk ICO projects. founders even know nothing about US SEC and don't even know much about blockchain technology. I believe that 2019 will get better projects because founders do not vaguely set up projects. In the bottom market, they will need their talents to develop tokens, not based on market capital.
