There is no such feature at the moment. Using some debug console commands you will be able to set minimum tithe you want.

By default wallet will try every 4 hours or so to tithe and it tithes maximum it can. Maximum varies from 1 to 300. During 205 blocks roughly 24 hours wallet tries to tithe from 6 to 1800 bbp. This is calculated values and we will real values in future. At the moment there is a lot of people with old coins so we are hitting maximum tithes for 205 blocks before last block
