Seriously though, the "not including merit you yourself sent" rule - or rather you ignoring it - is skewing things a lot, at least for me. According to DdmrDdmr's thingy I have 42 250-votes, not 49.
That is a large difference, guess I'll have to adjust for it. That's going to give interesting results, it can mean a user has more than 250 Merit voting power for one user, and less than 250 for another.

A vote of 250 Merit is equal to 25 votes of 10 Merit and it doesn't reflect in the table from LoyceV.
From what I understand, I think one user with 250 Merit can use one vote for one user as 250 Merit voter, and 25 votes for 25 different users as 10 Merit voter (so 26 votes in total). There are indeed a few users who have enough 250-votes, but not enough 10-votes to reach a total of 10, but in most cases they lack 250 Merit votes.

There's this:
Each user's number of "votes" in the last two criteria will be limited to floor(earned_merit / (10 or 250, depending on the criteria)). If you trust more people than your limit, then you will vote for the people to whom your vote will be the most useful, more-or-less.
My interpretation:
Suppose you're including A, B and C, but you have only one vote. Now suppose other users also included user A, and user A has enough votes to be DT1 already. Now suppose user B isn't included by enough users to reach DT1. That means your vote would be wasted on user B, so it goes to user C, who then gets included.
