1. Why "NOT WELCOME" ?
No hypocrisy ! Let's be realistic. IMO, from coin dev's perspective, the important factors are investors and adoptions. At the beginning stage, network security is just a joke for all small coins. Any attacker can rent easily on MRR (or NiceHash) to have 51% hash rate. True decentralization is another joke too. Miners will often pick two or three biggest pools.
"NOT WELCOME" does not mean "INTERDICT or NOT BE ABLE TO DO IT". Codes are open source. Pool owners can setup pools and miners can mine. I  do not have time & personality to be polite & courteous to pools/miners. I got no PR/Marketing person at the moment.
Can a lot of pools and a lot of miners make a coin successful ? HOW ?

2. Why ANN ?
I have the same question, most coin procedures (exchanges, pool listings, interviews, ...) ask for the coin's "BitcoinTalk announcement". Why ?
Even it is for testing/learning purpose but I have some expectations for the coin and it is "real" experiment", not "in house" / "in lab" experiment. So I have to announce my coin on this biggest cryptocurrency forum.
