This stands true for most altcoins, but not for all. Some have their own micro-economy and seem to stay somewhat detached of Bitcoin.
Of course, 2018 got the money out from all the crypto scene, so all have fallen. And when the money will flow back, some will rise back. But again, not necessarily related to Bitcoin.
