Sorry to say but this does sound a bit fishy. Pun intended.
If not a ponzi, which most like this is, at the very least it is a pay to win game. Some of the concepts you talk about large fish small fish endless ocean etc sounds eerily similar to what the devs of Fishing Planet have talked about in the past.
