I would say this is the best time for dev teams to continue development of any project since the buzz of market is very low, no distraction, i.e if the funds are available to support it, however, the team are in best position to know the right time to continue with technical and fundamental implementations, that is the reason why they do what they do, they must already have a plan.
If there are funds for development, there is no market influence. In this case, the project does not need ICO. But if the funds are insufficient, then {the buzz of market is very low, no distraction} obviously does not contribute to the progress of the project.Are they self funding the project or there are angel investors who will provide the funds to keep the development afloat? Or the token already listed somewhere, either way, the team will need to generate funds some how for development, the bolded above is just making reference to the current market condition, but that's just my opinion
