NetII (NET2) is a recently lauched new cryptocoin. NetII devs aim to make a successful coin with a fair start and long term support, not to repeat the premine-launch-sell cycle of some junk coins to rip off people here. On the day of launch, the block reward is very low, essentially eliminating the possibility of a premine.
