Because note the bold point from below quote,Thanks a lot man. All signature has been created by me. My previous full member account has been banned 
You are not allow to post outside meta if your original account has been banned. You can create new account only for appeal ban. If someone try to make post outside of meta then it will consider ban evasion. I think you misunderstood the rules.
