VPNs are a wonderful thing. I'm sure there are plenty of people out there who use them. Why not? 
He is not asking of VPN usage only if gambling would be illegal in your country then would you do it?
So I assume you would and use VPN to cover yourself.
Do you know that VPN is not enough to hide if somebody is targeting you even Tor?
