This "displacement" with "the average much less than 0.01" is what fiber-optic and ring-laser gyroscopes are measuring. It was first measured by Michelson by in 1887 and constitutes a NULL "decidedly negative" result, it's too small! The Earth is motionless!
How about I show the findings of that experiment don't mean what you say they do? Oh wait, science already did that, oops.
