I'm neutral as to the feedback, because I think you made a good case against this guy and you're most likely right that this is his ban-evading alt account.  People will do unbelievable things to stay in these bounties.

On the other hand, it's really a moderator issue.  If the mods agree with you, the alt account should be banned as well.  It'd be nice if one of them stopped by to give their opinion on this.  

Also, a video isn't really going to prove much of anything, since you can always get a friend to lie his ass off on camera--but I would still be interested to see what video he's talking about.  Not sure why he wouldn't just link to it instead of talking about it.  That's a red flag, IMO.
