Those ones that looks expensive are actually the best to buy and I think the ones that are expensive now are the major altcoins, there are still lots of very cheap altcoins out there that you can buy for a very little usd and get a great value but the credibility of the project should be looked into before purchasing.
Some other altcoin in the market has really fallen compared to last year or when they first did their ICO and I dont think this bull run as affected any of them yet.
