Let's not be extremists here. There is a big difference between pretending to be the author of the text and clearly citing an update and where it was taken from.

Looks like a long term member that was also involved with lots of alts over the years. I would let him back with a sig ban and final chance.
Real members will have no problem contributing with a sig ban. Sigs are really just for promoting projects you believe in or supporting members you think are cool and their projects.
