This is not a list of shame for good users, but I think it can be used to find merit abuse from "bad users" too.
Probably ranking by the percentage of merited users that got banned would be a better indicator than the raw number in this case. Most of the users that got themselves banned in that list have a rate at around 30-40% so that would be a start.
