I don't know the details of how loom works but I've seen it applied to examples very similar to what yoh explained.
I think this one will suffice you do not need to ask funds to set up an ICO so you can ask funds again or you can a private company to back you up, if you want to get funded your way then post a video and where you are located so we will know the veracity of your project, who you are and what you can accomplish.
