Simple, it's going down with BTC. As long bitcoin don't take any noteworthy move neither XLM nor others couldn't move. we are all aware of market volatility in crypto, but we are aiming to have the market restored. In the long run crypto come back with retaliation!
It is time to take off for altcoins, not down.
Altcoins has accumulated enough, has consolidated enough to take off.
It has become more advantageous with recent steady growth of bitcoin. That gives altcoins strong support and big motivation for investors to buy and accept higher price (higher from bottoms, I meant).
