Are the $5 million rewards for a bounty program only or also for on boarding process and referrals?
$5 million rewards is for all, we are generous with our bounty.
Nobody in the world is generous, and don't be upset but generous bounty pools haven't been an indicator of strong projects as of late.

No it will not because, what was the last serious project that you know has given away a huge bounty pool? The serious ones don't use huge bounty pools. If you give away $5 million for bounties you would have to collect much more than that to justify it.
