What the hell? That is a lot of money he won. If he lives in Europe and gambling is allowed, then I think it's no problem for him to verify the identity because he could get that money. But hey, you can transfer it by a small amount, so your government doesn't get suspicious with the money you withdraw. But if you withdraw big money, then their radar will make a beep, and you wake up your government to investigate where you got the money.
