Listing on top-level exchanges costs huge fabulous money ... most projects don't have that much money. And many experts agree that listing on the top exchanges for millions of dollars does not justify itself from an economic point of view.
Why do you think that listing on exchanges is worth millions of dollars?
I think that such conditions were possible in 2017, but not now.
Binance has no fixed listing fee. As I understand it, they voice the prices of each in different ways.
