I agree with you that everyone should usually first deal with the documentation, but sometimes the white papers are longer than a fantasy book (and are more about fantasy than fantasy books 
).
This is exactly what You noticed! I met projects which have White Paper-it's a fantastic novel ))) such a wild abstraction people write that you wonder how anyone risks investing in such things their money. ).
