Assuming that you have visited the $PAC website (https://paccoin.net/) already, perhaps one of the first best steps would be joining the $PAC discord server and checking first hand how the $PAC community and the team are working together to push the project forward (invite: https://discord.gg/Bx2HKfy).
If you are worried more in a general sense, you could simply take part in the $PAC discord trivias (two dates are still available, 20th of March at 22:00 CET and 27th of March at 10:00 CET), and whatever $PAC you earn you can move to one of shared masternode services to get involved, i.e. get the feeling how the project is running.
