I will go with 1st one, most of projects don't usually care about bounty hunters (personal experience) so no matter how many evidence you show, it won't work.
There are some nice projects out there though

reporting to the authorities and completing the existing criminal law is enough that it is finished for me and fair
Reporting what? That you were scammed by a bounty manager who promised to pay you certain amount of his worthless ICO tokens and disappeared without doing so?
This is how I imagine your conversation with the police will look.
Is this the police? I want to report a scam! Some anonymous person on a forum told me that I'd get $50 worth of his tokens if I translated his white paper and... What is a white paper? It's a text meant to describe an altcoin project that... What's an altcoin? You won't write the report because I wasn't promised real money and I don't have his name and address? But he's a scammer!
If you are the manager and it's a bounty hunter that tries to scam you the conversation will be even better, since breaking forum rules is not a criminal offence.
What are you going to complain on to the authorities? Getting banned?
