I am not sure what you are trying to accomplish here, if it is a open market and if there is no restrictions irrespective of their criminal activity and none of the financial market has any restrictions regarding your criminal past if you are investing in it, starting a business is a different game altogether, you will find all sort of people from different regions with different criminal background and you really cannot do anything about it.
