4.newbie is promoting a ico or fake bounty
if the newbie is promoting a ico or bounty and hasn't escrowed the funds with a trusted member then this could be a potential scam.
I see in bounty thread, there are many bounty project is promoted by Newbie. Not all newbie promote ico is scammer.
And i see some good bounty manager isn't always create real bounty. You can see their trust rate in bounty manager profile to check they once make scam bounty or no.
