There are two types of cloud mining and both are scamming you. First one is a fake site used to gather money and play ponzi for a while to make people think it's legit and then disappear. Second one pays out for months or even years but makes sure you never reach ROI. You invest 1000 dollars and in 2 years they pay you back and then shut down your contract. In those 2 years they are mining with equipment you bought for them and you're getting your money back and think it's all fine.
