There can be many reasons for it depending on what type of internet connection you are using. Mobile networks particularly often change your IP and the last person to use it may also be a customer. There is also a lot of malware that turns your device into a proxy server which access to is then sold.
This is the most common problem for me. I use a mobile phone and for sure the IP is recycled among users, because I have seen myself being blacklisted several sites without ever visiting them, plus also I've had that message at freebitco.in. Nothing to do about it except wait, and just keep the mobile active because once it's yours, it shouldn't switch again until a day at least. It will let you roll once the timer runs down.
