I don't think anyone would want to invest in scam projects. The question is, how do you actually know the scam projects because even the ones expected to be fantastic ends up a scam.

Ofcourse there is no 100% Guarantee that its not gonna be scam , but if you study team , background of team members , do some google searches on team members , domain names then you can make your chances better not to be scammed . There is one project out there that offers secured ICO investments with investment back guarantee if the project fails to deliver milestones . They currently finished ICO themselves , lets see if it will work . Usually good projects don't need third party to collect funds , but the projects who struggle to raise funds could use third party projects that offers stuff like that =]
