The block reward is 25 XZC :
14 for miners
7.5 for masternodes
and 3.5 for team and promotion.

You can stack XZC via masternodes (1,000 XZC, a reward every 17 days ~) : the best masternode reward of the market for major coins (better than Dash and Pivx).

The distribution between team and promotion from the block reward, is that public and transparent or at full discretion of the team?

No, it is fixed, but I don't remember in what proportions : you have to see in their website coin.io, perhaps in the white paper.
There is a vote actually to fix other community rules (or not) : see some posts above from zcoin official.
