No, you can set the amount of Ether you want to pay as gas costs for the Ethereum network at your liking. At the moment we get successful mining atempts with something aroun 0.008 ETH gas fee.
I only have 40 CYLE and now get this when trying to mine

And yes, each address is only alowed one sucessful mining attempt each day. This is to prevent somebody to stack up CYLE to quick and to prevent us from geting overtaken by bots.
