I guess fraudulent is not preventable but you can minimize being a victim if you will be very vigilant in your actions towards your investments. Doing more research before engaging to something which includes money will reduce the chances of being a victim of fraudulence.

fraud I think it has become part of the crypto currency because there is no legal force that protects it so we ourselves must be able to choose which ones produce and which ones are fraudulent

No it is not like this because with miner care and with help of knowledge we can prevent fraud, as we know scammers and cheaters are all around us but we will have to remain active and aware for investing or to select a coin, fraud only makes us suffer if we become careless while investing and saving, or we become careless about security check.
