Besides the fact that these topics are spam, also most of what he posts on a daily basis can easily be considered as trolling.
When will this get him at least a temp ban?
Trolling - probably not. I don't even know if an enforceable definition of trolling exists here on this forum, much less anyone getting banned for that.
Off topic posts, multiple threads on the same subject, serial posting - possibly, if we report it.
