I have seen almost all of the ICO's going for ANN thread first and announcing BOUNTY later at least after a week. But some have gone for bounty first and ANN later. Is it necessary to announce ANN first or is it some kind of strategy?
The announcement should go first in preparation for the bounty hunters so, bounty hunters and investors will do research if they are in a right project, the last thing I will do as a bounty hunter is to promote a project where I have no idea what I'm promoting.
