As everyone knows ICO's are good for startups seeking to raise investment for their products. Nowadays IEO slowly gain popularity. Still i am confused which one is effective enough.

Also is it necessary to use Blockchain technology for raising ICO investment?

From my opinion, IEO is not efficient because you will need more money to holding IEO on popular exchange.
In ICO, you only need to hold a campaign to create some awareness about your ICO.
but IEO is more effective than ICO, because they are targeting audiences on popular exchange.
Then I don’t see any project that cannot even boast of the IEO fee as an unserious project that will not stand the test of time because this IEO fee we are talking about is not that very big for a good project not to be able to meet up with, a company cannot tell me that they are starting from zero funding and does not even have money to put one or two things together first if they are really serious about a project.

In IPO, before raising funds, they let the public know what the company can already raise and what they need from the public to completely fund the project, starting from zero funding without any form of establishment already is what is making lots of investors fall as scam victims.
