DRGN has been surrounded with a lot of expectation and the question that remains is when will something be actually presented! Whenever I can buy some tokens in anticipation of a change. There have been no activities on GitHub for almost 1 year! Is it a normal situation?
DRGN and IOTEX both used the Apache 2.0 license and therefore are open source projects.
No reason for an open source project not to commit to their git-repository on a frequent basis IMHO.
Their work is being committed through private github repositories until later this year when they will be made public. It's stated in this extensive and thorough medium article.
