Any BOScoin community member can propose PF. However, only BlockchainOS will submit proposals for PF until the platform is stable.....this is the problem...blockchainos has wanted to get their hands on released boscoin....only they can create shell company which will receive boscoin.....no wonder the fund stopped payments.....they are trying to hood wink the community to suck the allocation of boscoin....they reduced votes to 10k...they killed nodes for community ...not for themselves...the created some blind voting system so nobody can see who is voting....we did not want to know names but wanted to see holdings....those that have 2 million coins have same power as 10k holder....all these 10k holders are blockchainos voting to give blockchainos the allocated coinage...they are kidding and should be reported to the korean equivalent of the SEC.
