I personally do not mind accounts filled with posts with reports until they stick to the section created for this purpose. That's why the bounty section was created - it's place where bounty hunters who do not write "normal" posts have their own place and no one is forcing you to visit them ;-). Some probably can say I am defending them, but that's because my account was also filled with similar posts at the beginning of my activity here - in my case there were no bounty reports but only translations of ANN threads (which I think are a little more sensible) but my intentions were unfortunately similar.
The only reason they can disturb is filling up the database too much, but if Theymos does not have a problem with them, neither do I.
After that, if users did not break the regulations, why delete their accounts it would be unfair - they do not give a contribution to the forum, but also do not destroy it - something else in the case of spammers but here the situation is obvious for anyone.
I believe that we (means admins) shouldn't also delete inactive accounts - anyone can leave the forum for a while and come back here after a year or two without losing their account or rank. And the fact that there are many high-ranking accounts without a single merit - I would not delete them either - today we are not able to say whether or not users have made a very large contribution to the forum before the merit system was created. Removing such accounts would be the use of "collective responsibility", which I personally oppose.
Many similar discussions have already taken place on the forum. Another solution to this event would be to introduce a rule that it is necessary to earn some merit to keep the rank (as it was introduce with the case with jr. Member in september last year) but this is theymos authority
