I too think the same. He is much more involved with the project as you can see his LinkedIn profile where he states being an co-founder of BitcoinAir.

No money has been raised and there have not been any attempts at fundraising either.
I don't see how money is not involved here, yes they didn't had an ICO, but still people are buying there tokens on exchange.
