Hi, no it's not a fork of Ethereum, they made their own blockchain, in fact they try to go beyond blockchain because DEXON is a novel blocklattice technology. They claim DEXON can reach 1M + TPS with all transactions finalised under 1s. I guess we will find out soon when mainnet is launched. 
I see, how was the HYPE on the this project? can't seems to find some good press release on this one and looks like they are lacking some marketing efforts for their project.
The 1M + TPS has been long over used in different projects before but no on achieve that number in running a decentralized network
