I can exchange either your Paypal for my Bitcoin or your Bitcoin for my Paypal.

I will exchange Bitcoin from anybody.
I will only exchange Paypal from those at my discretion.

The rate is negotiable and to be determined by the level of risk and "involvement" before any funds change hands.
