Honest people don't make false claims and promises they must be aware they cannot fullfill. No, there won't be 321,000 (not around 330,000) Icelanders claiming their coins. No there is no way to verify if DDMMYY-RRXC (R - random, X - checksum, C - century) wasn't generated.
