actually buying altcoins is indeed the right time but we should be able to see the future market whether it will rise or fall I personally haven't bought an altcoin now because I see a market situation that is still not good and afraid to fall better I am patient again waiting for the right time.
Believe with a little bit of trusted Altcoin like Ethereum and other types because prices are only now decreasing if prices start to rise you will cry to see prices go up again and can't buy cheaply. Believe that.
