CFNP = Closed for New Participants. So if you ever see a thread stating "CFNP", "CLOSED", "ENDED" or something similar, you do NOT have to reply in that thread and ask if you can get a spot.
Besides, the OP clearly states that your rank is not eligible for this Campaign so yes, it's quite difficult to just answer yes/no but one could question why you are expecting a simple answer when you can't do some simple reading.
