hi, rig with 2 x RTX 2080 + 6 x 1080Ti > some fan speeds are below the locked 70% i've set up ( 62, 56, 56, 56 ). no problems with other rigs. also the temps are 70-85c on those cards so the fans should be spinning faster, power isn't an issue either.
