Why the algo_specific_oc is not working ?

the hashrate is the same as OC core=0 and mem=0

My system is based on nvOC_19-3.x_U16.04_Cuda_8-9.2_N410_2018-10-27.7z and on the automated upgrades (NVOC V0019-3.2)
