The cards were sent out illegally in breach of Mastercard rules. In order for Minex to send those cards out they lied to Upaycard saying they owned an Estonian based company and the cards were for their employees.
Both Upaycard and Mastercard blocked the cards because they were not applied for via the Mastercard official program and that was because Boris/Minex did not pass the required Mastercard or VISA criteria.
