I'd say 2 inclusions from DT2 would help a lot. DT1 needs at least 10 votes from users with earned Merit, so 2 votes from DT1 isn't that much to ask for.
Agreed, but I think the merit requirement is appropriate as well. Since both DT1 and DT2 ratings appear exactly the same if you are using default trust, I think the same minimum merit requirement (and a similar not-inactive requirement) needed for DT1 should also apply to DT2. Minimum of 10 earned merit and a minimum of 2 inclusions from DT1.
